@12FlyMe There is no second tier as you suggest. Every one pays the same on retail consumption, and with the fairtax rebate no family pays taxes on their poverty level spending.

since day one to today congress had special taxes on certain things. they are called excise taxes. This wont change under the fairtax, although after switching to the fairtax I would like to see those excise taxes eliminated raising all revenue though use taxes a single national retail sales tax....
