@TheG33KINATORS That's one of the optional rules. You can do it that way, make it only Pokemon Centers and no healing items, limit the number of visits, or tons of other ways. The only three official rules are the three that Haydunn is following.

Cyndaquil definitely. There aren't many good fire Pokemon in Gen. II, especially ones that you find early in the game. You can find most of the other types and level them up instead.
