Suggestion for the tap water: Add about 6 to 8 drops of bleach to each gallon and it will store for about 2 years or longer. Or, if you really want to refill them every 6 months, use it to fill your toilette tank when you flush it.

I believe you are right about the year those cans were sealed. Those numbers on the can lid mean it was sealed on the 17th week of 1982. They use those numbers on electronic parts these days but I think it's a standard for most products that have a 4 number series.
