The 1990 Buffalo Bills were the best out of their four teams that lost the Super Bowl. The Giants had a good team, but they got lucky with that miss. The 1991 Redskins and the 1992 and 1993 Cowboys were just better than the Bills the other years, but the 1990 Bills were legit.

Being neither a Packer nor Viking fan, I can say that 1998 Vikings team was better than pretty much any Packer team that won a Super Bowl. They just lost to my Falcons at the worst time. The 1998 Vikings, 1968 Colts, and 2007 Patriots were the best teams to never win a Super Bowl.
