A teenage boy died after the car he was in plunged into a slough near Walnut Grove on Tuesday afternoon, authorities said. Another teenage boy, the driver, was flown to UC Davis Medical Center, while a third suffered minor injuries. The Sacramento County Coroner's Office identified the 17-year-old who was killed as Carlos A. Toscano of Sacramento. California Highway Patrol Officer Mike Sullivan said all three boys were 16 or 17 years old and all were believed to be from the Sacramento area. Authorities said the fatal incident happened shortly before 3 p.m. in the 13000 block of Grand Island Road, between Highway 160 and Highway 220. Sullivan said the 1990 Toyota Camry was speeding as it rounded a curve, when it veered off the winding road and into Steamboat Slough. The teenagers had been at a park nearby and were driving up and down the road, Sullivan said. Ray Johnson, who lives near the accident site, said he was looking out his living room window when he saw a car fitting the description of the victim's car pass by. Shortly afterward, he heard emergency vehicle sirens. "Cars are going too fast for the road conditions," Johnson said. He said similar incidents happen about 10 to 15 times a year around the area. Sullivan said the driver suffered trauma to his face. Toscano, who was a front-seat passenger, was pronounced dead at the scene, authorities said. The back-seat passenger, who suffered minor injuries, tried to pull his friends out of the vehicle, Sullivan said. Another group of young people in a 2007 Chevrolet pickup truck stopped at the scene and helped with rescue efforts, Sullivan said.
