The bass is sustained; you let it sit there on the pedal while moving to a different register for the melody chords, and then back again for the next measure of bass. @Piacevole I think you're right, he seems to be of a Pollini(esque) school to me: very passionate, but very controlled and a lot of people don't like it, to them, it's 'mechanical'. His use of the pedal is fantastically economical, such a rarity within this choice of repertoire.
