This IS strange behaviour. I have read that cats don't meow to each others, just to humans. (Of course they growl and caterwaul at each other.) Yet these two are obviously mewing at each other and not to the human. Cats are always full of surprises.

We have another organization like this in Spokane, WA called Cat Tales. I imagine Big Cat Rescue also has more than orphans. This is the most tiger looking toyger I've seen. Not just the pattern but the shape of the head. A round head kind of ruins the illusion.

Some might think you were cruel to take the kittens away from the mother, but if you can capture kittens just after weaning at 6-8 weeks they are much easier to tame. Waiting would have been a big mistake and. It sounds like you handled this as humanely as possible for everyone involved.
