The Shah did finally see the light, but he was neither brave or smart and his awakening came much, much too late.

He put himself into the hands of the CIA trusting that they would return him to power. They didn't even let him stay in the US. He ended up in Egypt of all places or the only nation that would take the chance of hosting him.
I do agree however that the CIA feared a parliamentary government in Iran would play into soviet hands. That's why they got rid of Mossadegh and Bakhtiar. The Shah had only been able to come to power with Qom's help without which no-one takes the peacock thrown.
