I am surprised the cop indicated that refusing to sign is a crime. Signing a citation is only a promise to appear, instead of immediately being arrested and taken to the judge. That's not to say one would not be booked into jail first.
Can the Police legally stop any of us solely to investigate wether we have a drivers license, even if it was surrendered on a previous stop? And the guy was actually riding on private property. I say bad cop, no doughnut!
