She obviously went out to prove a point. She would have looked very suspicious filming CCTV cameras. If she was a terorist doing reconisence of the area, we would all have been outraged if the police had not approached her.

The guy was obviously out to make a point. He probably went out of his way to look suspicious, so that he would be approached by the police. It would be interesting to see what information he gave to officers if someone had nicked his camera.
