How To Create An Admin User Account via CMD
The only major fault with this, is that you have to be on an Admin account to make one :(

the only solution to my problem is to restart my computer hold F8 then boot windows (SAFE MODE W/COMMAND PROMT) i just convert my DUMMY account from GUEST --> ADMIN .. PROBLEM SOLVE!!
