Here is a fix: start menu > run > services.msc > Tablet Services Wacom

If you are starting in helis, the HB is a very good choice: not too expensive, relatively responsive, easily available parts, easy to take apart and put back together. Unless someone starting out with helis has a ton of cash burning their pockets, the HB is a good option.
