About this user

I am the Director of the City of Chicago Legislative Reference Bureau. Our bureau researches and drafts ordinances, resolutions and orders as well as analyzes and recommends policy at the request of the 50 Aldermen that comprise the City Council and their staff.

Additionally, I am a life-long Chicago resident, writer, and a public communications consultant primarily to Democratic clients involved with local governmental and political issues. My list of political clients who have used my consulting service includes six Chicago Aldermen, several officials of the Democratic Party, a former United States Congressman, an Illinois Governor and a former ambassador to the United States from Cyprus. I've been doing this for more than two decades.

Previously, I taught in the Chicago Public School system for more than a decade and served as administrative assistant for public relations to Dr. Edward Welling, chief of CPS's desegregation project.

While working as a political consultant in 1975, I researched and wrote a white paper delineating plans for the decentralization of the Chicago Board of Education that served as the educational platform for two mayoral campaigns. One of those candidates used my research and writing as a basis for one of the founding documents of school reform in Chicago.

Since 1981, I have been married to Anne Spangler Hollenbeck, an art teacher at the Walt Disney Magnet School where she is also the chair of their Fine Arts Curriculum Committee. She has a Masters degree in Art Education from the School of the Art Institute in Chicago.

I was elected to serve two terms as Community Representative on the Walt Disney Magnet Local School Council where I had previously been a teacher. I am currently Vice-President of the Chicago Association of Local School Councils (CALSC) and a Director of the Pattington Condominium Board for the more than a century old National Historic Registry buildings where my wife and I live.
