It's a fucking HOLDING PEN! Stop going on about how it's being mistreated in a tiny cage, you can see the keeper enter the Lion's actual enclosure which means they'd moved the Lion to a holding pen so it didn't eat his face and assorted other parts. For god's sake, get some perspective.

A man walks into it at one point which means it's been emptied so that he can clean it out or leave some food there for it.
