@mr48chevy1 3600 was the 3/4 ton. 3800 was the one ton single rear wheel truck.

The whining noise was the sound of the inertial starter winding up and down. The electric starter motor spins a heavy flywheel that when you engage a clutch it spins the engine over. They take a few seconds to wind down after they are disengaged.
