Constitutional Upgrade 28.0, inserts just 18 hard words into 1st sentence of 2nd paragraph of Article I sec. 7:
...Every bill which shall have passed the House of Representatives and the Senate, OR AT THE DISCRETION OF CONGRESS, EVERY COMPETING VERSION OF A BILL HAVING GAINED THE PUBLIC VOTE MAJORITY, shall, before it become a law, be presented to the President....
For example, 28.0 gives Congress OPTION to put competing final Democratic and final Republican versions of ANY bill to a public vote. Meaning competing versions of tax code, healthcare, energy etc.
28.0 is purely a psychological restoring force in that Congress has the OPTION to end its Senate filibusters right now without an amendment, by JOINT RESOLUTION--binding on only Congress itself to pass along public vote majority winning version to President.
