I could be wrong, but I think the crowd is chanting "Kougai Kougai Kougai!" which is Huang Gai's name in Japanese pronunciation.

it's called a Qilin. In Japanese, known as a Kirin. Supposedly the Qilin only revealed itself when the time came for a true and virtuous ruler to take over the empire.
