@VolunteerMinimum Very true. My county Animal Control have 2 different types of officer. One is a non-sworn officer, with no police powers. However they carry a baton, handcuffs, and pepper spray. Sworn animal control officers have police powers and carry a gun, taser, baton, spray, and all.

@426rwhpC5 FYI as far as the law is in California, where driving while talking on the cell phone is illegal (CVC 23123.A or 23123.5 [texting]) the law states that on duty government "peace officers" can talk on the cell phone.
