Why where any planes after the first allowed to hit. Whenever a commercial or private flight has not radio contact with the FFA Air Force pilots are to scramble immediately. Why didn't they. Because mnths before 9/11 Rumsfeld took that right away by requiring that anytime the occures they need clearance to persue. Clearance not given because when requested no one would respond.
