Technocracy had its inception in the winter of 1918-1919 when a number of scientists, technologists, physicists, and biochemists from the war agencies and other Government agencies formed an organization which became known as the Technical Alliance Energy Survey of North America. Out of the survey, and under the guiding genius of Howard Scott, there emerged a completely new way of looking at life and human affairs.
