It's the right call. The batter did not abandon his effort after batting. The ball was not a CLEAN catch (it hit the dirt) and with two outs, it doesn't matter if first base was occupied.
It is CLEARLY a FAIR ball (the chaulk is FAIR). And RobtJude is absolutely correct. All good umps discuss this at the pre-game conference. We don't know if they were going by the crooked lines or by umpire judgement.
