@1230Mell He was truly a God of Shinobi but he wasn't the strongest Hokage. Iruka even said he WAS the strongest Hokage(WAS) when he was alive and Sarutobi agreed(in a grumpy funny was) but the truth is, he was srupassed by Minato the forth Hokage.
