You can buy these modules on ebay. This is using a cheap light controller from china, also available on ebay.

in Kansas you can have any color of flashing lights for any reason, on any vehicle..the only rule is when they are being used and you are not fire, police or EMS your vehicle can not be in motion..so pretty much you can have them, but you cant drive with them on....
