dedicated transports count as a Troops choice for deployment purposes in Dawn of War. So if you can only have 1 HQ and 2 Troops, you can either have a Rune Priest, & Grey Hunters w/ Rhino, OR Rune Priest & 2 squads of Grey Hunters.
