I was playing today and somehow the old lady outside gibson scrapyard became hostile, after i killed her she dropped a special sawn-off shotgun worth around 2200 caps and has pretty high damage, i'm not sure if you can buy it from her though, you might have to kill her but her dogs attack too =/
