Quick scoping was the only thing in MW2 that put automatic users and snipers on equal ground. To tell someone to stop quick scoping is to tell someone to stop fighting back. Don't get mad just because you can't kill a guy that's using a bolt action rifle while you're using a weapons that shoots 20 bullets a second. That's your own fault.
