A wide angle lens on a camera will make the moon look like that. I am a cinematographer and would know these things. Sorry to burst your bubble but this is the moon and I'm sure there is original sound of the radio communications stating this.

Usually flares are orange and one of the stand out characteristics of flares is they will usually "dim out" one by one. My opinion tells me they are flares.
