Maybe that list is wrong. What i normally do is just level them until the class unlock appears. Besides you don't need the high tiers to beat the main story anyway. Most of my chars where still in tier 2 by the time I killed the final boss.

If you're still going though the games story, then don't worry about item world just yet. It's more useful for post geme stuff.
