Well, no one in America pays sales taxes on food or clothing, In states such as New Jersey and Oregon for example there are no sales tax what so ever which can easily be exploited. if an Illegal Immigrant come to the US with a child the child can attend public schooling as long as the parents are residents of the district, no official ID needs to be presented when enrolling in a public school only proof that you live in the district, to be a resident of a district you do not need to own a house either, renting an apartment in the area counts as residency (which it should) The only problem however is that paying rent with cash will rule out the need for an ID or Credit Card which means you are still not on the income tax list.
