telling someone that might be damned who believed not the truth, but had pleasure in unrighteousness is not wishing damnation on them... but the twisted shall (are obligated) to hear the truth in their twisted way.
telling the froward that unless they repent, they shall perish is not being hateful.
telling them that they should repent and turn to God, and do works meet for repentance is not wishing damnation on them... but they are unbelieving thus condemned already. they are pre-disposed to twisting what they hear for they are backward.
