I already forgot how to set Defender Sibley and the other outcasts to non hostile, I am not always using the console but i got a plan, use Mesmetron to defender Sibley so the outcast will attack him and will stop the disagreement of Sibley and McGraw. So those outcast won't turn hostile towards you or try this console code "tcl" then go to the armory and deactivate the code then take all the stuffs and do the code again and get out of the Outcasts Outpost without doing the quest.
