Good try, you overcomplicated the decoder but meh. Try using tflipflop arrays (RSNOR) as 'flash' memory, works much better. As you can have an input panel to make it much nicer. U can't exactly call this a gpu either as no processing occurs. But it's a nice vdu, and 16x16 in mc is large.
