The VISTA CARES PROJECT, spearheaded by Mayor Morris Vance, the Vista City Council, and City Manager Rita Geldert, will produce a series of short documentaries and a yearly glossy magazine featuring how Vista meets charitable needs. According to Mayor Morris Vance, "These efforts are the heart of our city, and the people who participate will be featured in the project."
