If the US keep on acumulating more debts, it is because the government and the people spend more than what they earn. Simple as that. Goods (or money, it's the same thing) are thus imported in higher quantities than exported. It is amplified by the weakness of the dollar, which makes importing all the more expensive. Weakness itself caused by this over-spending. The value of the money is determined by how much people abroad need it. They need it if they need to buy american goods. If american buy more than they sell abroad, then they spend a lot of green bills outside the borders, so the foreigners have more than enough to buy all they need from the US, and thus, the demand of dollars is low, and so is the price of dollar. Which is actually a good thing, since a low dollar makes american-produced good cheaper for foreigners, pushing them to buy more of it, and then re-balancing the trade deficit. However, in the mean time, a debt will have been created. If the government keeps on over-spending, it prolongates the situation, making the debt grow bigger and bigger.

The regular banks do have the means to produce as much money as needed. (in fact, they are the only one producing money, the federal reserve hardly ever does, it just replace old bills with new ones)
The way a bank produces more money is such: When a customer puts money on deposit, it is credited to his account. But in fact, the bank does not keep it in safes. It loans it. So the same money is at the same time on your account and in the hands of the one who borrowed it. It's thus been duplicated. The way the central bank regulates the ammount of money is by ordering the banks to not re-loan all of the money you deposit to others (it sets a percentage that has to actually be kept in safes). By making the percentage go up or down, the central bank can "create" or "destroy" money. But in fact, it never does it itself, it just control the creation and destruction by commercial banks.

The federal reserve could decide to start the bill machine and give the extra money created to the government to cover expenses. (it's been done in the past) However, this is tricky business. Some call it "secret taxation"
The reason is the, if the amount of money goes up, yet the quantity of goods to be bought stays the same (which it will - why wouldn't it?), the balance will just be changed. More bills, same amout of goods --> you need more bills to buy the same good. In other word, the value of money decreases (or the prices go up, it depends on which side you look from). That's what is called inflation.
With the money printed by the reserve, the government will be able to buy some of the goods you can no longer afford (since prices have gone up)
So it's like the government just took away part of the value of every dollar you own to spend it iself. Thus "secret taxation"

The people who created this movie had very obviously not the littlest idea about money theory and the most basic macroeconomics.
