Yeah, Wyatt is right both the head bobbing and arm waving are a show of dominance, I know this might sound odd but you should do it back to show that in fact YOU are the dominant one.

I dont know if you know this or not but the head bobbing and arm waving are dominance displays, which it looks like he/she is aiming at the other lizard. You should probably make sure that they are not both males in the future and if they are you will most likely need to separate them.
