Condiment King doesn't even count. He was brainwashed by the Joker. Also, I dispute that Creeper and Clock King are bad villains. Clock King can defend himself from Batman by timing his moves, and Creeper is just crazy awesome. Baby Doll is tragic if you paid any attention to her episode, though ...
