What's going on with the ultra low RPMs?

The revs drop when coasting down a hill in my 1996 Accord after I tap the gas lightly and quickly, from about 2,000 RPM to 1,500 RPM. What causes this?

Taking the 130hp Automatic Accord up an on-ramp. Trust me, it's not fast! 25-60MPH in about 7 or so seconds. 0-60 on flat ground is about 10.5 seconds with no launch technique (just stand on the gas, no brake-torquing).
