Comparing the same opus numbers ever published for any composers (e.g. Chopin's op 20 vs Beethoven op 20; Mozart op 30 vs Bach op 30; etc.), I think Beethoven's opus 2 has by far the greatest gap above the next best. Maybe it's due to Beethoven's late start with publishing music.
