This 'fella' is Mike Portnoy of Dream Theater. One of the (if not the) premier progressive rock drummers of today. This was a concert he did as a Rush cover band. He was paying homage to Neil Peart with this solo. Neil was one of his childhood idols. Look up 'Dream Theater Instrumedley' on Youtub...
