@automotiveDIY When working on Carbed or TBI engines then you are correct that you don't polish the intake side but your reasoning is off slightly. The reason is that it helps to atomize the fuel better. Here's an experiment you can do to prove it.. Take a clean mirror and a piece of coarse sand ...

CAT C15 twin turbo
A quick look at the c15 in my truck. It has 475hp and 1850lb-ft. Runs good but it gets bad fuel mileage. 4.7mpg.
