I have just married Jarl Elisif the Fair. And yes, I married the original, not a console-spawned clone. But yes, also, you do have to console command her into the right set up.
Firstly, you have to be single. If you are married, you have to get single. Do this in whatever manner you presently see fit. For me, I killed Ysolda and then resurrected her, then reset her disposition toward me with the console. Now she wanders around Whiterun as if we had never met. Perfect. If you have to get unmarried, then you also have to reset the marriage quest. Thusly: setstatge RelationshipMarriage 10
Now then, if you have any amulets of Mara, toss 'em. Trust me, the Jarl is worth the 200 for a new one. Here's the sequence:
Go visit the lovely Jarl on her throne. While she is sitting in the chair, the console doesn't properly work on her. You can add/disable/kill her all day long, and nothing happens. You have to get her out of the chair.
To do that, I killed the court mage who was standing nearby (with the console). This keeps me from being a murderer, plus I can resurrect her and not feel bad about it in a minute.
The good Jarl will stand up for a moment. Open the console now, while she is out of her seat. Click on her.
Type in the commands that you've probably already tried a dozen times, like me: addfac 19809 1 setrelationshiprank player 4 Close the console and let her sit down.
Now you need an amulet. Go to Riften, and buy one off the priest Maramal.
Back the Jarl, put on the amultet, viola. She will have the "marry me" dialogue.
Uhh.. there are a couple of hitches. For one thing, she doesn't open a shop in Solitude anywhere like a commoner (not that you would expect her to). She does, however, pay you the typical daily stipend anyway. Maybe this is just an allowance for marrying royalty. She will, however, open a shop in any other city if you move there instead (including Solitude actually, if you move to your house there).
Strangely, "her" house is not actually the blue palace. She stays at the palace, eats there, and sleeps there, but she doesn't appear to own it. If you try to visit her there you can't sleep in her bed, even when she's in it. I'm trying to fix this as we speak, but I honestly have no idea how it works (cmon CK!).
Apparently, her "property" is actually the Thalmor bunk that's above the Imperial Garrison. If you go there, you own the beds and containers and such as if it was her house, but she never shows up. I have no idea. So if you want the fun times of living with the Jarl, you need to have her live with you. The house in Solitude is a fine option, since that keeps the stately appearance up and it doesn't remove the Jarl from her native habitat (much).
Now then, you go try it for fun and profit. Let me know how it works out, and if you get stuck I will try to fix it for ya. Console players: Sorry. Never fails, this is why I buy for the PC.
