Not really. Scar was motivated by a lust for power, Zira was motivated by a thirst for revenge. Scar was a schemer and a manipulator who didn't like to get his paws dirty while Zira is a fighter with no reservations whatsoever with getting bloodstains on her hands. Scar was also more sophisticated and in control of his anger while Zira wasn't afraid to let loose her full rage.

Absolutely. The Nostalgia Critic pretty much sums up my opinion on Scar: he was interesting before Mufasa's death but afterwards, he just turns into a whiney diva that gives Xemnas a run for his money. Zira was just as interesting as Scar and her interestingness stayed constant throughout the film. Not to meention, Zira had much more emotional depth to her character than Scar as well as a more interesting motivation.
