*German Chancellor Angela Merkel claimed victory for a new center-right government after elections propelled her Christian Democratic Union party (CDU) and the pro-business Free Democratic Party (FDP) to a majority. Many had expected Merkel would stay chancellor for a second four-year term, because she had her choice of joining political forces with the FDP or staying with the center-left Social Democrats (SPD), with whom her party has been allied for the past four years in the "grand coalition." Although Merkel's conservatives and the FDP ran on reducing taxes to boost consumer confidence and the economy, cuts will likely have to wait at least a year, economists predicted, as Germany works to recover from its worst recession since World War II. Nuclear energy is also set to be revived. With the CDU and the FDP both supportive of nuclear energy, their coalition agreement is slated to address the country's nuclear phase-out plan, which foresees all German reactors to be shut down by 2021.

Venezuela plans to increase its defense capability over a possible increase in U.S. military personnel in neighboring Colombia and alleged U.S. plan to invade Venezuela and seize its oil fields. Venezuelan President Hugo Chavez announced plans to create a multi-layered air defense network that will comprise Russian-made S-300, Buk-M2 and Pechora air defense systems to ensure the protection of Venezuelan air space and key infrastructure from various ranges, with the help of a Russian $2.2 billion loan. The deal with Russia, struck during a visit to Moscow by Chavez last week, also includes the purchase of 92 T-72 main battle tanks and an undisclosed number of Smerch multiple launch rocket systems (MLRS). Between 2005 and 2007, Moscow and Caracas signed 12 contracts worth more than $4.4 billion to supply arms to Venezuela, including fighter jets, helicopters and Kalashnikov assault rifles.

Japanese voters overwhelmingly rejected the party that has largely ruled their nation for most of the past half a century, choosing instead an untested rival to grapple with an enfeebled economy and an aging society. Japan's opposition swept to a historic victory in elections on August 30th, crushing the ruling conservative party and assuming the daunting task of pulling the economy out of its worst slump since World War II. Prime Minister Taro Aso conceded defeat just a couple hours after polls had closed, suggesting he would quit as president of the Liberal Democratic Party, which has ruled Japan for all but 11 months since 1955. Unemployment, deflation and an aging, shrinking population have left families fearful of what the future holds. Fed up with the LDP, voters turned overwhelmingly to the opposition Democratic Party of Japan, which ran a populist-leaning platform with plans for cash handouts to families with children and expanding the social safety net. The historic change in government could usher in a new era for Japanese politics that replaces the staid consensus that guided Japan in its postwar boom years with a more fractious, competitive environment.

*Taiwan's President Ma Ying-jeou apologized again today for the slow response to Typhoon Morakot and said he plans sweeping changes to the country's rescue agencies and may punish some government officials. As of August 11, official figures on known damage caused by the typhoon were 127 deaths, 307 missing and 45 injured, as well as economic losses of about $37.1 million. As many as 600 people may have died in the island's most serious natural calamity for 200 years, according to Taiwan media. The Taiwanese public has criticized the government for imprecise forecasts of the strength of the typhoon and the areas it would hit. They also complained of long delays in rescue efforts and uncaring attitudes toward victims in the immediate aftermath of the storm. Taiwan's Ministry of Foreign Affairs initially instructed Taiwan's embassies to refuse offers of foreign aid. Though it is a little late, trying to repair its image a foreign minister official said that the government asked major world donors for equipment, which were initially refused before. The ministry has approached Japan, the United States and European countries for supplies such as large helicopters and mobile homes.
