As pointed out already before, the EU has not yet adopted ACTA. The Council of the EU (which is made up of all of the national ministers) has waived it through. The European Parliament which can veto any international treaty hasn't yet voted on it however and it is hard to say how the majorities ...

The VAT is a sensible tax because you can be as wealthy and powerful as you like, you can't evade it and the more you consume the more taxes you have to pay. It does not lead to bad government nor to big deficits by itself, no more than income tax.

Would you be so kind to point out which EU regulation you are referring to in detail? I can not find it. The only thing I could find was a regulation on all various aspects of chicken egg production, labeling, selling etc, which is about 2000 words long.
