The game Mass Effect 3 should have a mission where you go to an unexplored planet, this planet would be completely covered with oceans, no land anywhere. It'll be an ocean planet. And all type of life would live in the ocean, they'll be a dominant species/race that has intelligence and that are civilized, but aren't as advance as everybody else in the galaxy. They'll be starting their first attempts to explore space, sending satellites. The mission could be about observing their nature, culture, etc..but not messing with their self-advancement in technology, philosophy, etc.. just observing them and seeing their potential.
Or maybe the other way around, instead of not messing with their self-advancement, you can teach them new technology, show them the closest mass relay, etc..
