Ya there is no 4 second rule for an inbounds timeout. That was an old rule that got amended and now a team has up to the 5 second mark to call a timeout. The announcers were wrong. ESPN ran a timeclock on how fast the referee made the call and he only allowed the player 4.74 seconds.
