Love is not just action; it is interaction. In the great works of prose and poetry, perhaps no notion is more strongly resonated than of this fundamental dynamic. It is the recognition of loves cyclical and reshaping behavioral nature. Like that of love, so can the relationship between government and its citizenry be characterized. We call this "policy feedback". With each successive exchange between governmental policies and its citizenry, changing perceptions and capacities intermingle to contour actions in future iterations.
