Elias is right, the guy who plays that General overseeing the Typhoon project is voiced by Don Jordan, aka Irwing "SWEET JESUS FISHER!" Lambert.
I realized it was him myself on my second playthrough. Felt kind of awkward to hear Lambert in 2027.
