That was excessive on the part of the officer that brought him in. No doubt about that. However, that suspect doesnt look even remotely black. Mexican maybe. White probably. Either way its excessive. There was no reason to throw him down to the ground then knee his back like that.

@Mandrak789 He never recieved permission to take off. They gave him ATC clearance, which was basically them saying that the flight plan they were going with AFTER takeoff, was approved. But they never asked for,nor recieved, permission to takeoff.
