Whaling is not illegal

The IWC is a VOLUNTARY international organization with no authority to enforce anything, yet the Japanese have followed their rules. Scientific research is allowed and the hunting on NONENDANGERED whales is not illegal.
There is an annual quota of whales allowed to be taken. The Japanese have never exceeded that, nor have they reached their annual quotas in the last few years.
